As he was putting fuel into his assigned patrol unit, he noticed a white pickup Custodial Death Report :: Page 6 of 7 --- PAGE BREAK --- truck pull into the parking lot. The white truck stopped behind the patrol unit instead of pulling up to a gas pump. The driver, later identified as Jesse Joe Carranza, got out of the vehicle and moved quickly toward the trash can at the end of the pumps as if he was throwing something away but he then ran toward the trooper. The trooper immediately went to protect his service weapon. When Carranza pulled away, the trooper felt for his taser and noticed it was no longer on his duty-belt. Carranza took the taser and was looking at it as he was trying to figure out how to operate it. The trooper tried to get away from Carranza but ended up falling on his back. At this time, the trooper pulled out his service weapon. Carranza was able to figure out how to activate the taser and looked at the trooper with a smile. The trooper began to fire at Carranza as Carranza moved to try to point the taser at the trooper. Carranza shot the taser in the trooper's direction. As the trooper saw the prongs from the taser, he continued to fire at Carranza knowing that Carranza could fire the taser a second time. Carranza jumped over the gas hose and kept advancing toward the trooper. The trooper continued to fire at Carranza and eventually was able to get on his feet. The trooper started moving back quickly to give Carranza a chance to stop, but Carranza kept coming toward the trooper. The trooper continued to fire until Carranza finally dropped between the gas pump and the patrol unit. Carranza was transported to the hospital where he died. Custodial Death Report :: Page 7 of 7
