Summary of Incident
Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
On Saturday, February 11, 2017, at approximately 5:23 p.m., the listed complainant, Jered M. Russell, was
stopped on a traffic violation and subsequently arrested on new traffic charges. Jered Russell was arrested by
Officer J. P. Hunt and Officer E. A. Schrock. They were riding Unit 13D27E. They transported him to Central
Jail and got back in service. They activated their body cameras throughout the incident, including
transportation.
At approximately 11:20 p.m., on the same date, the prisoner was in a cell (A12), by himself, when Jailer
Latecia Mosley observed him having a seizure. She called over the radio for a supervisor, jail medical staff
(JMS), and an ambulance. Sgt. D. J. Small responded with JMS personnel Maria Alvarado-Villalobos and
Frank Nnamong. They lowered him from the top bunk to the floor and attended to him.
They had to take him out of the cell and down the corridor to where they could place him on a gurney, since
the gurney would not fit with a person on it through the corridor. Jailer D. L. Scott was working the elevator
and assisted in this process. They took him down to the first floor where HFD paramedics took him to Ben
Taub Hospital. Given the fact that he was a Class C prisoner, no one went with Jered Russell to the hospital.
Once the ambulance left, Jailer Scott stated that an unknown prisoner said Jered Russell had ingested some
cocaine. Jailer Mosley stated that she saw Jered Russell with blood and foam on the side of his mouth.
Sergeant Small said that he saw blood coming from Jared Russell’s mouth, and noticed that he stopped
breathing but was then stabilized by the paramedics in the ambulance, before they left for the hospital.
Jered Russell was taken to Ben Taub Hospital on the same night he was arrested, February 11, 2017. On
February 24, 2017, at approximately 11:13 p.m., he was pronounced dead and an autopsy was scheduled for
the following day. The Homicide Division was informed by the office of the Medical Examiner on February 25,
2017, and investigators were assigned.
