Summary:
On 02/26/16 at approximately 4:00 am, I (Captain K. Monroe #6853) received a call from Lt. E. Garza stating
that they had an inmate that had to be transported to the hospital. Garza stated that officer Jorgensen was try
to wake up (AP) Hoyle, Jeffery for Magistration and Hoyle was unresponsive. Garza stated that DO Layfield
could not find a pulse on (AP) Hoyle. Garza stated that DO Jorgensen then began chest compressions.
Garza stated that CCPD Officer J. Wicks took over the chest compressions. Garza stated that CCFD Medic 1
arrived continued doing compressions and transported (AP) Hoyle to the hospital. I told Garza to make sure
that everyone involved generated a detailed report. When I Arrived at the CDC, I reviewed the video of the
incident. I observed the following: (AP) Hoyle was laying on the floor of male cell #3 and appeared to be
sleeping. At 3:37 am DO Jorgensen opens the cell door and attempts to wake (AP) Hoyle to be Magistrated.
(AP) Hoyle appears to be unresponsive. DO Jorgensen then calls for Lt. E. Garza. Lt. E. Garza then comes to
cell M# and attempts to wake up (AP) Hoyle. At 3:38 am DO Jorgensen calls for medics while LT. Garza is
still attempting to wake up (AP) Hoyle. WHile Jorgensen is calling medics, DO Layfield tries to find a pulse on
(AP) Hoyle. DO Layfield appears not to be able to find a pulse. DO Hales then attempts to find a pulse and
appears not to be able to find a pulse. At 3:41 am DO Jorgensen starts doing chest compressions on (AP)
Hoyle while Lt. E. Garza secures his head. DO Jorgensen continues chest compressions until 3:44. At 3:44
CCPD Officer J. Wicks #11286 takes over chest compressions. At 3:45 CCFD Medic 1 arrives and takes over
medical treatment. At 3:48 (AP) Hoyle is placed on a stretcher and Medic 1 leaves the scene. Cell #M3 is
secured until Crime Scene arrives. Officer Wicks then appears to be interviewing all persons involved. At 8:15
am I contacted Spohn Shoreline ER. I was told that (AP) Hoyle had a pulse and was breathing and had been
admitted into the hospital. I then spoke to the supervisor on the 3rd floor ICU who stated that (AP) Hoyle had
been admitted and was in stable condition. At 2:00 pm on February 26, 2016, I was contacted by Detective
Ralph Lee with the Corpus Christi Police Department. Detective Lee stated that (AP) Hoyle had passed away
