Summary:
On February 15, 2019, at approximately 9:33 PM, Trooper Jayme Powers stopped a 2011 Chevrolet Impala
for a defective head lamp. Trooper Powers identified the driver as Jeffery Wayne Barefield. Trooper Powers
discovered that Barefield had an outstanding warrant for a parole violation. Trooper Powers placed Barefield
in handcuffs and secured him in the marked DPS patrol car while the warrant was being confirmed through
DPS San Antonio Communications. While the warrant was being confirmed, Trooper Powers conducted a

consensual search of Barefield's vehicle where he located a clear plastic bag with a white crystal substance
residue in it. The bag appeared to have been torn open by Barefield's teeth and was wet, which led Trooper
Powers to believe Barefield may have ingested the substance that was in the bag. When Trooper Powers
returned to his patrol car, Barefield was saying it hurt but never said what hurt. Even though Trooper Powers
pleaded with him to say what he ate, Barefield refused. As Barefield's medical condition worsened, Trooper
Powers called for EMS and had Barefield step out of the patrol car. Trooper Powers noticed that Barefield
started shaking and believed he was going into a seizure. After this, Barefield was conscious but became
unresponsive. Trooper Powers removed the handcuffs and tried to have Barefield sit on the ground.
Trooper Powers released Barefield to EMS personnel as soon as they arrived on scene. EMS transported
Barefield to Connelly Memorial Medical Center in Floresville, Texas. While being treated at the hospital,
Barefield's condition continued to worsen, and he died at 11:15 PM.
