Garcia, employee #123897, and Sergeant C. Ford, employee #133458, all assigned to the Patrol Region 2 Command, Clear Lake Division, were involved in a "Death in-Custody" incident while on duty. At approximately 2055 hours, patrol officers were dispatched to a 'Burglary of a Motor Vehicle," at 11907 Pompton Drive, wherein a suspect was acting erratic and destroying property in a neighborhood. Specifically, it was learned the suspect burglarized a garage, a vehicle, destroyed an AT&T utility box and a vehicle's contents, and attempted to steal a bicycle and dog. Upon arrival, patrol officers observed a white male (suspect) outside of a house being detained by residents. Once handcuffed and placed into the backseat of a patrol vehicle, the irate suspect started kicking on the back seat and partition of the patrol car. Consequently, officers made the decision to apply leg restraints, so they removed the suspect from the patrol vehicle, laid him on the ground, and placed him in restraints. The suspect, later identified as Jason Brawley, then remained on the ground, on his side, and was closely monitored by officers as they awaited HFD"s arrival. Upon HFD's arrival, Mr. Brawley told paramedics that he was on "ICE," and at that point became unresponsive. HFD then performed CPR on Mr. Brawley in the back of the ambulance, which was successful in reviving him. Mr. Brawley was then transported to Southeast Memorial Hospital where he was placed on life support due methamphetamines in his system. Mr. Brawley was removed from life support at the direction of his family members on May 9, 2018, and was pronounced deceased at 0812 hours. Mr. Brawley had an extensive criminal history, including charges for two Protective Order Violations, two "Assault-Family Member," "Retaliation," and "Injury to a Child Under 15". The Houston Police Department's Custodial Death Report :: Page 6 of 7 --- PAGE BREAK --- Mental Health Unit was contacted to determine if Mr. Brawley had a history as a mental health consumer. It was learned he had one prior incident, which was documented under HPD incident #14980116. Custodial Death Report :: Page 7 of 7
