Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
On 5/13/18, at approximately 15:55, officers in the Angelina County Jail responded to an inmate in medical
distress in her cell. The Inmate was taken to the infirmary where her vitals were taken. Her oxygen was
determined to be extremely low by a jail nurse, and EMS was called. EMS arrived and loaded the inmate into
an ambulance at approximately 16:12 to be transported to the hospital. As per the policy of the Angelina
County Jail, the inmate was restrained in mechanical hand restraints while being escorted out of the jail and
on the ambulance. At approximately 17:20, the officer with the inmate at the hospital notified Asst. Warden
Strickland at the jail that the inmate has coded and that the hospital staff has revived her and the inmate was
on life support. The officer also advised that once the medical staff saw her condition decline to the point to
where they needed to administer life saving techniques, the mechanical hand restraints were removed by the
officer.
Warden Fredieu was notified, who then notified the Chief Deputy and the Sheriff. At approximately 18:13, the
hospital staff advised the family that the inmate will be transported to Herman Memorial Hospital in Houston,
TX and that her survival chances at this point are low. Justice of the Peace Pct. 1, Judge Ball, began the
process of issuing a Personal Bond for the inmate. At approximately 18:20, the doctors begin speaking to the
family about the inmate's declining condition and the
possibility of a DNR. At approximately 19:19, the family made the decision to remove the inmate from life
support. The inmate, Janet Denise Hartman, consequently passed away at 19:25. The inmate was
pronounced deceased and Judge Ball was notified. At approximately 19:35, Warden Fredieu, Chief
Deputy Owens and Sheriff Sanches were Notified.
