Summary of Incident
Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
On Thursday, 09-14-2017, at approximately 7:39 PM, the Bonham Police Department (BPD) responded to a
911 call at 1101 W. Russell Avenue regarding a family violence call in progress where Jamey Sisk, a 37 year
old white male, had physically assaulted his 67 year old parents. Upon arrival, two uniformed BPD officers
found Sisk in the neighbor’s front yard, rolling around in the grass. Both Officers were wearing body cameras
and were recording the entire time with their interaction with Sisk. A third BPD officer, who was a plain clothes
detective, arrived on scene and requested Sisk be handcuffed since he had assaulted his parents. Sisk was
handcuffed behind his back and remained face down on the ground while the uniformed officers checked on
the welfare of Sisk’s mother. The detective remained with Sisk. An ambulance was called to the scene after
officers determined the mother’s injuries required medical attention. After a few minutes had elapsed, Sisk
was found to be unresponsive and was transported to a local hospital where he was pronounced dead. Texas
Ranger Brad Oliver was called by the BPD Chief of Police to conduct a custodial death investigation. Upon
arrival at the hospital in Bonham, Ranger Oliver examined Sisk’s body, noting both of Sisk’s knees had the
skin freshly removed and dirt, grass and debris were observed in the open wounds. Ranger Oliver noted
there was no bruising or marks left by handcuffs on Sisk’s wrist. There was no bruising or marks of any kind
to Sisk’s body suggesting Sisk had been physically assaulted by officers. Ranger Oliver interviewed Sisk’s 67
year old father at the hospital who indicated Sisk had been suffering from mental illness since age of 17. The
father indicated Sisk takes 23 medications daily to combat the mental illness; however, Sisk’s behavior had
become more violent in the past few weeks. When asked, the father stated BPD did not abuse or mistreat his
son in any way. Ranger Oliver subsequently departed from the hospital and went to 1101 W. Russell Avenue
and photographed the scene. Ranger Oliver documented the inside of the residence where Sisk assaulted his
mother in the laundry room. Ranger Oliver departed from the scene and went to BPD where he obtained and

reviewed the body camera footage of the two uniformed officers as well as video from the in-car video from
the marked patrol units. The videos showed Sisk rolling around in the grass as the first officers arrived. It
appeared Sisk was in the middle of a mental/medical episode. All officers were empathetic to Sisk and
repeatedly told him they were there to help him (BPD had been called to this address before due to Sisk’s
mental health issues). When Sisk overheard the officers talking about placing handcuffs on him, he stopped
crawling around on the ground, voluntarily placed his hands behind his back and allowed officers to handcuff
him with no resistance. Sisk remained face down on the ground while the uniformed officers left to check on
Sisk’s mother. The detective (who was not wearing a body camera) remained with Sisk. A few minutes
passed before one of the uniformed officers returned to Sisk’s location and the detective could be seen
searching for a handcuff key and making the statement that he believed Sisk was not breathing. Officers
could be seen rolling Sisk on to his side and the handcuffs removed. One officer indicated Sisk had a faint
pulse. At about this same time, the ambulance arrived (which was first called for the mother) and a paramedic
immediately began CPR on Sisk. Sisk was quickly placed into the ambulance where life saving measures
continued. Sisk was transported to the hospital where he was later pronounced dead. All three BPD officers
were interviewed and provided statements to the facts at the scene. Ranger Oliver attended the autopsy of
Sisk at the Collin County Medical Examiner’s Office. No evidence of physical trauma was noted during the
autopsy, which is pending toxicology results.
