Summary:
On 07-09-2018, at approximately 17:17 hours, Grayson County Sheriff’s Office (GCSO) Inmate James
Ronald Ragland (# 99210), a 69 year old white male, died in room #824 at Texoma Medical Center (TMC), in
Denison, Grayson County, Texas due to complications from multiple chronic medical conditions which
included, an acute Respiratory Distress Syndrome and septic shock. At the request of the GCSO, Texas
Ranger Brad Oliver responded to TMC and initiated a Custodial Death Investigation. Grayson County Justice
of the Peace Larry Atherton was called to room #824 to hold an inquest. Judge Atherton subsequently
ordered an autopsy be performed on Ragland by the Dallas County Medical Examiner’s Office in Dallas,
Texas.
Ranger Oliver’s investigation determined Ragland had been in TMC continuously since his admittance on
05-24-2018. This was Ragland’s third hospital stay since his arrest and incarceration in the Grayson County
Jail on 09-04-2017. GCSO had extensive records documenting Ragland’s declining medical health since his
incarceration. Ragland’s family had provided TMC with a Living Will signed by Ragland on 05-27-2014. A Do
Not Resuscitate Order was issued my TMC medical staff pursuant to the living will. Family members were
present when Ragland died on 07-09-2018.
