According to the Texas Department of Public Safety, the chase started around 10:30 AM near Sierra Blanca after a driver fled a U.S. Border Patrol checkpoint along I-10. Investigators say a Border Patrol drug K-9 alerted to the vehicle, and agents told the driver to pull over for a secondary inspection. The driver instead sped away. DPS identified the driver as 33-year-old James Douglas McMillan from Greenfield, Wisconsin. DPS states McMillan began firing a gun out of the window during the chase, shooting at DPS troopers, other law enforcement officers, and civilian vehicles on the highway. Several agencies responded to assist, including the Culberson County Sheriff’s Office, Hudspeth County Sheriff’s Office, and the U.S. Border Patrol Tactical Unit. Troopers eventually used a precision immobilization technique, or PIT maneuver, to stop the vehicle. DPS says McMillan then barricaded himself inside the car. When authorities say he later pointed a weapon at officers, law enforcement opened fire. McMillan was shot and killed at the scene. Authorities report no law enforcement officers or civilians were injured. Investigators later found that the vehicle McMillan was driving had been reported stolen out of Arizona. The investigation is led by the Texas Rangers, with help from the Federal Bureau of Investigation and U.S. Border Patrol. Custodial Death Report :: Page 7 of 7
