The suspect was seen on the officer's BWC video running into the complex towards what was later determined to be his apartment, #1214. The officer gave a description of the suspect and direction of travel before he was transported to the hospital in stable condition; he was released later that morning. Responding officers were able to determine that the suspect ( the decedent) lived in #1214 through witness interviews, research in law enforcement databases, and leasing records from the apartment complex. SWAT Officers secured the apartment complex, determined that #1214 was occupied, and the Hostage Negotiation Team (HNT) established contact with the decedent at first through loudspeaker and then through three-way telephone conversation facilitated by the decedent's family members. The decedent exhibited signs of paranoia and mental instability in those conversations and refused to surrender. It was learned that just a few weeks prior, HPD officers did an Emergency Detention Order on the decedent for suicidal ideations. The family was also aware of his mental instability. Later, the urine sample from his autopsy showed he had methamphetamine, PCP and THC in his urine. HNT spoke with the decedent for hours as well as allowed the family to try and talk him into surrendering, but he refused. At approximately 0848 hours, the decedent fired 10-15 rounds from his rifle inside his apartment. It was unclear whether he was firing outside at SWAT Officers; however, there were citizens still in nearby apartments who refused to leave when SWAT Officers; however, there were citizens still in nearby apartments who refused to leave when SWAT attempted to evacuate.
