Under Restraint: No Summary of Incident Summary of How the Death Occurred: (max. 30,000 characters) Summary: On 08/29/2018, Harris County Sheriff's Office deputies and Texas DPS Special Agents located and followed a vehicle taken in a car-jacking/aggravated robbery. After hours of surveillance, officers made the decision to stop the vehicle and initiated a containment procedure after the suspect vehicle exited the freeway. Three Special Agents blocked the suspect vehicle in the front, back, and driver's side. Officers exited their unmarked vehicles wearing tactical vests displaying identifying law enforcement agency patches. Officers announced, "Police, don't move." The Special Agent parked behind the suspect vehicle was standing next to his opened driver's side door. The suspect vehicle reversed and pushed the Special Agent vehicle back as the agent had re-entered his vehicle. The driver turned the wheels to the right and struck the back of the agent's vehicle in front of him as he attempted to flee. Officers discharged their weapons towards the suspect vehicle. The suspect vehicle continued to travel a short distance and stopped as it drove up on the curb. A female passenger exited the suspect vehicle and walked towards the officers. Officers approached the suspect vehicle, removed the driver, and determined he had been struck by gunfire. Officers initiated life-saving measures and requested EMS.
