Summary:
On November 11th, 2023, Houston Police officers attempted to conduct a felony traffic stop on a known
stolen vehicle. Upon activation of emergency equipment, the suspect in the stolen vehicle refused to stop by
evading the officers at a high rate of speed, which ultimately resulted in a multiple vehicle major crash,
rendering multiple vehicles in-operable, including the suspect vehicle. As officers approached the suspect
vehicle to detain the suspect, the suspect discharged their firearms at the suspect multiple times. After the
first failed attempt to take a vehicle at gunpoint, the suspect exited that vehicle and attempted to take a
second vehicle.
During this second attempt, officers continued to discharge their firearms at the suspect, striking him multiple
times. After officers verbally ordered the suspect to drop his firearm and to stop moving, the suspect
continued to re-load his firearm. The officers discharged their weapons again at the suspect, striking him
again. The officers formulated a plan to approach the suspect safely and restrained him by placing handcuffs
on him. Once the suspect was safely restrained, officers provided medical aid to the suspect until the Houston
Fire Department was able to treat the suspect and transport him to a local hospital, where the suspect
succumbed to his wounds. One officer was injured during this incident. Multiple civilians were transported to
hospitals for treatment due to the major car crash.
