Summary of Incident
Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
On December 26, 2025 at approximately 12:07pm, the Brownsville Police Department received a 911 call in
reference to a domestic dispute at 1504 N. Minnesota Ave. The complainant advised that his son, Israel
Mendoza, had been intoxicated for the past three days and was currently intoxicated on drugs and alcohol
causing a disturbance. The complainant stated that Israel was aggressive, out of control, and in possession of
a vehicle that was not his. Furthermore, the complainant stated that due to his aggression, he wanted for
police to take custody of him.
Upon police arrival, at approximately 12:14pm, contact was made with the complainant who reiterated what
he advised dispatch moments earlier. Contact was also made with Israel's brother. He advised that Israel had
possibly not slept in days and was highly intoxicated and delusional. The brother expressed concern that
Israel might try to kill himself or officers on scene. The mother of Israel advised that during his crisis, he
mentioned that he would kill her if she did not comply with a request to assist a friend of his.
At approximately 12:39pm, officers attempted to make contact with Israel who was standing in the middle of
street at the 5600 block of Travis Rd. Israel was holding a makeshift weapon (electrical thick wire with metal
blunt object attached) on his right hand. He refused officer's commands, positioned himself in a fighting
stance while he displayed the makeshift weapon and told officers to "go ahead, come on" in Spanish.
An officer on scene then aimed and discharged his Taser 10 towards Israel. Neuromuscular incapacitation
was achieved and Israel collapsed. Officers on scene then approached Israel, kicked the makeshift weapon
out of his reach, and proceeded to attempt and secure handcuffs on him. Israel resisted arrest and a second
discharge of the Taser 10 was conducted. After a brief struggle, handcuffs were secured on Israel.
While on the street, officers noticed Israel had become non-responsive. Officers then placed Israel on the
"recovery position" and requested EMS on scene via portable radio. Officers observed Israel was still
breathing and began chest compressions shortly thereafter. EMS arrived on scene at 12:49pm and
transported Israel to Valley Regional Medical Center. He was pronounced deceased at 1:19pm at VRMC.
The Texas Rangers responded to the scene and took over the investigation.
An autopsy report was ordered for Israel. The Cameron County Forensic Pathologist documented the Cause
of Death as "Combined effects of Conducted Energy Device Deployment, Restraint, and Physical Exertion
during Subdual Efforts and Acute Methamphetamine Cardiotoxicity.
