Summary of Incident
Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
On Saturday, February 2, 2019, Houston Police Officers K. M. Jauregui and L. E. Harris responded to a
"Disturbance/Unk Weapon" at the Burger King Restaurant located at 10414 Richmond Avenue, regarding a
male acting crazy and yelling at customers. As officers arrived, the suspect, later identified as Gregory
Yarber, ran towards their police vehicle, screaming out that someone was trying to kill him. For officer safety
purposes, Mr. Yarber was quickly handcuffed.
While detained, Mr. Yarber became increasingly agitated and resisted officers as they attempted to search
him, so they placed him on the ground to gain control. Because Mr. Yarber continued to be combative and
noncompliant, the officers placed him in leg restraints and requested a supervisor and HFD. HPD Sergeant H.
E. Ceo quickly arrived and approved the application of the leg restraints. Sergeant Ceo also notified HFD
paramedics of the blue discoloration of Mr. Yarber's lower extremities; Paramedics responded that the patient
was medically cleared and ready for police transport to Ben Taub's Neuro Psychiatric Center (NPC).
Mr. Yarber was then secured into the backseat of Officer Jauregui's and Officer Harris's police vehicle. They
were instructed by Sergeant Ceo to monitor Mr. Yarber's condition throughout his transport to the NPC.
Moreover, a second police unit was instructed to follow behind the transporting unit, in the event further
assistance was needed. While enroute to the NPC, Mr. Yarber continued his verbal rants, until he suddenly
became silent and unresponsive. Consequently, Officers Jauregui and Harris quickly pulled off the Southwest
Freeway at the Kirby Drive exit to check Mr. Yarber's condition. Officers immediately removed Mr. Yarber
from the police vehicle and restraints and requested the assistance of HFD. Mr. Yarber appeared to be
unconscious, so officers began CPR, while they awaited paramedic's arrival.
Paramedics quickly responded and transported Mr. Yarber to Memorial Hermann Hospital where he was
eventually listed in stable condition. Medical personnel at the hospital were familiar with Mr. Yarber because
he had recently been admitted and treated for drug overdose. Mr. Yarber's medical condition worsened by
February 4, 2019, and on this date, his family decided to remove him from life support. Doctor N. Johnson
pronounced Mr. Yarber deceased at 1:14 p.m. Mr. Yarber was taken to the Harris County Institute of Forensic
Science for an autopsy to determine the cause and manner of death.
