Summary of Incident
Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
On July 13 2022, a death occurred at the Aransas County Detention Center. Inmate Gary Brandon Noonan
was pronounced deceased at a local emergency room hospital in Rockport, Texas. After Mr. Noonan became
ill, EMS were called to the detention center and arrived. Mr. Noonan was being prepared to be transported.
Before EMS pulled away from the detention center and while sitting inside the ambulance, inside the salley
port, Mr. Noonan lost consciousness. Detention Officer Burns who was inside the ambulance to leave to the
hospital with the EMS personnel along with the EMS technicians began immediate life saving measures. Mr.
Noonan arrived at the hospital where he then passed away. Justice of the Peace Diana McGinnis used the
attending Physician’s time of death. Texas Department of Public Safety Texas Rangers were quickly notified.
Texas Ranger Rodney Henderson arrived and began his investigation along with Aransas County
Investigator, Rodney Cox. All initial indications are that Mr. Noonan died of natural causes; Judge McGinnis
however had ordered an autopsy be performed to determine the exact cause of death.
On July 13 2022 at approx. 9:00pm, I received a telephone call from Sgt. Andrade who informed me of a
medical emergency occurring at the detention center. Sgt. Andrade informed me; an inmate by the name of
Gary Noonan had fallen ill and was being transported to the hospital for very low oxygen levels.Sgt. Andrade
informed me he had contacted our on-call Nurse and then had instructed him to call EMS immediately.
Sgt. Andrade informed me EMS was already on the way and they would most likely be transporting him to a
hospital in Corpus Christi, Texas. I asked Sgt. Andrade to keep me informed and finished my phone call with
him. I then contacted Sheriff Mills and Chief Deputy, John Gutierrez of the ongoing situation. A few minutes
later, Sgt. Andrade contacted me and informed Mr. Noonan's condition had worsened and was now being
transported to a local emergency room hospital by EMS. At approximately 9:22, I received another call from
Sgt. Andrade, telling me, Mr. Noonan had passed away. I contacted my Supervisors, alerted them, and left
home to the detention center. I arrived at the detention center at 9:35pm.
When I arrived, I learned what had transpired from when Mr. Noonan became ill. I reviewed recorded video of
Bravo-3 cell. In the video, Mr. Noonan is seen laying in his lower bunk. Mr. Noonan raised out of bed and
appears in distress. Mr. Noonan is observed sitting up in his bunk with his feet on the floor, he then leans to
his left side them forward and collapses onto the floor and onto the top of a plastic, inmate, property
container.

Inmates are seen immediately coming to his aid and very shortly afterwards, Officer Melendez and Officer
Smith are seen entering the cell to administer aid as well. Officers are seen on camera attempting to get Mr.
Noonan's vital signs. Mr. Noonan is then placed into a wheel chair and is brought to the front main booking
desk to await the arrival of EMS personnel. I was later informed Mr. Noonan had lost consciousness inside
the salley port before the ambulance departed with him to the hospital. After arriving at the detention center, I
was informed of Mr. Noonan’s passing. Once it was announced Mr. Noonan had passed away, Chief
Gutierrez contacted Texas Department of Public Safety Texas Rangers. Texas Ranger, Rodney Henderson
arrived at the jail, began interviewing the on-duty Officers, and inspected the cell where Mr. Noonan had been
housed. The investigation is ongoing and all reports will be collected. Justice of the Peace, Diana McGinnis
requested an autopsy be performed on Mr. Noonan to determine the cause of death.
