Summary of Incident
Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
On April 24, 2025, at approximately 20:42, a medical emergency call was placed from Men's Dorm Four by a
detention officer. Jail nursing staff and other detention officers responded to this call. Once inside the dorm,
the jail nurse made contact with Eldon Morris.
The jail nurse reported that Morris was diaphoretic and stated that his lungs were hurting. The jail nurse
attempted to obtain vital signs on Morris, but he was too erratic and unable to stay still long enough to obtain
an accurate set of vitals.
A detention officer retrieved a wheelchair to assist Morris to the medical exam room. While waiting with
Morris, the jail nurse helped him to his feet and started walking toward the exam room.
Once they met the detention officer with the wheelchair, Morris was quickly taken to the medical office. He
stepped from the wheelchair to the exam table, where the nurse immediately made another attempt to gain
vital signs. Morris was asked if he had ingested any drugs or alcohol since being incarcerated or if he was
possibly detoxing, to which he replied no. Morris informed the nurse that he was having problems breathing
and needed oxygen. The jail nurse noticed that Morris had lost a significant amount of color and was
becoming increasingly pale. He then instructed a detention officer to contact dispatch and have an ambulance
sent to the jail.
The jail nurse had two other detention officers stay with Morris while he retrieved an oxygen mask. While
doing so, the nurse was summoned by the detention officers and observed that Morris's breathing had
become shallow to an undetectable rate.
CPR was immediately initiated by the jail nurse and detention officers. As one detention officer administered
chest compressions, the nurse retrieved an AMBU bag and began administering breaths. Several detention
officers and a patrol deputy switched out while administering compressions.
This process continued until EMS and Fire Rescue arrived on the scene, took over CPR, and started
administering lifesaving measures.
Morris was then transported to Paris Regional Health, where he was later pronounced deceased by Dr. Tyson
Jordan, with the time of death being 21:37.
