Summary:
Houston Police Department (HPD) patrol officers, assigned to the Clear Lake Division, responded to a Public
Lewdness call on April 28, 2024, at a private residence located at 11030 Sageleaf Ln., Houston, Harris
County, Texas 77089.
During the patrol investigation, the responding officers observed the suspect displaying signs of excited
delirium and drug abuse. The officers continued to give verbal commands to the suspect so they could detain
the suspect. The suspect was not complying with any verbal commands to cooperate with the officers, so the
officers utilized a Conducted Energy Device (CED) to control the suspect and place handcuffs on him. Once
the officers were able to detain the suspect, the officers attempted to give medical aid to him due to a
laceration on his leg caused by broken glass falling on the suspect's leg during the struggle.
At that time, the officers observed the suspect become non-responsive. Immediately, the HPD officers and
the Houston Fire Department (HFD) personnel began to provide medical aid to the suspect.
