Summary of Incident
Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
I, Deputy B. Clark Unit #86N19 was on routine patrol on 07/11/2020 at 01:27 when I was dispatched to a fight
"IN PROGRESS" at 5445 East Fwy located in the incorporated city limits of Houston.
The suspect was described as wearing a brown striped shirt and blue jeans and described as being the
"Violent One" to dispatch. Deputy J. Chairez #86N21 was first to arrive on scene and came across the radio
in what sounded like a struggle over the air. The suspect was actively resisting detention. Deputy M. Martinez

#86K10 and I exited both our vehicles and quickly aided Deputy Chairez in attempting to detain the suspect.
Upon detaining him in the backseat, HFD medic 27 began checking his vitals and communicated to us that
his vitals were good and that they needed to check his blood sugar. The male suspect then began having
some sort of emergency medical situation and they began CPR. HFD Engine 19 arrived on scene to assist
Medic 27. EMS administered several medicines through an IV. He was then transported to St. Josephs
hospital by Ambulance. Upon my arrival at the hospital, I was informed that the suspect did not make it. Dr.
Afuwape called the time of death at 03:27AM.
I arrived on scene and quickly tried to assist in detaining the suspect. I saw the suspect attempting to use his
arm to lift his body and I used a sweep with my lower leg/foot to move his hand in order for the suspect to lay
flat to assist Deputy Chairez in detaining the male. It was not effective, we gave loud verbal commands for the
suspect to put his hands behind his back. I warned blood because I saw blood on his forehead and blood on
his arms. Due to him actively resisting we did not have time to put gloves on. I noticed the male was using his
legs to try and pivot and get his body off the ground. I then moved my body weight to his legs to try and get
him to stop resisting. He continued actively resisting myself, Deputy Chairez and Deputy Martinez and
ignoring verbal commands to put his hands behind his back. I then told him I would tase him if he didnt, he
refused to comply, I removed the cartridge and used the taser to dry stun him. It was not effective. We were
finally able to get 2 cuffs together and use them to detain him. I realized how sweaty he was after detaining
him and said let move him to the patrol car. I was attempting to get him cooled down in the AC. I also asked
dispatch to have EMS enroute, dispatcher Thai informed me that he was on the phone with them. As we were
trying to get him to go toward the car he kept shouting no, and then passively resisted by lifting his legs and
creating dead weight. I assisted in carrying him to the patrol car and attempted to put him in the backseat. He
then began kicking backwards, which made contact several times. I then used a strike with my foot in a
downward motion to try to stop him from kicking me further. Upon arrival of EMS, I had them check his vitals
which they informed me that they were good. I then observed a short time later the male was moved out of
the vehicle and EMS began CPR. I then assisted EMS with providing air to the suspect with the bag while
Deputy Martinez was providing chest compressions. I then went enroute to St. Josephs and upon arrival was
informed that the suspect did not make it. I called and notified Sgt. P. Harris 86S03 and gave him the time of
death that was called by Dr. Afuwape.
