Summary of Incident
Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
On 02-03-2017 at approx. 11:55 PM Trooper Ashley observed a silver, Honda, Civic, traveling south on US
190, south of the OSR overpass while speeding. The speed was confirmed on radar as 80 MPH in a 70 MPH
Zone. A traffic stop was made and the driver was identified as Parker, Clyde Ray, white, female.
Trooper Ashley approached the vehicle and Parker informed him that she had a loaded gun on her hip in a
holster. She told him this several times and also showed him the weapon. Trooper Ashley acknowledged that
he had seen the weapon and asked her for her driver license. He had to ask several times. He also began to
smell the odor of an alcoholic beverage about the vehicle. He asked Parker to step out so he could
investigate further. He did not ask her to disarm at this time because he believed she was a License to Carry
holder and he did not have just cause at this time.
Parker exited the vehicle and walked to the rear of her car. Trooper Ashley asked her where she was coming
from and it was determined that she was coming from Dallas to Bryan to help a friend move.
Trooper Ashley asked her how much she had to drink and she said a few sips. She further stated that she
was drinking Wild Turkey straight out of the bottle and that the bottle was in the trunk of the car.
Trooper Ashley performed the HGN test and observed one clue. He then gave instructions and demonstrated
the Walk and Turn test. Parker began the test but after a few steps she stopped. Trooper Ashley instructed

her to continue the test several times and she did not. Parker informed Trooper Ashley that she had already
been on the verge of committing suicide. Trooper Ashley instructed Parker to put her hands on her head so
that he could disarm her. Parker then said, "Officer, I want you to kill me." Trooper Ashley told her again to
put her hands on her head. She then began to remove her handgun from the holster. A physical struggle
ensued and Trooper Ashley attempted to gain control of the weapon. Parker was able to get the gun out of
her holster and place it against her face. She then pulled the trigger fatally wounding herself.
Due to the struggle Parker was now in the right lane of the roadway. Trooper Ashley lifted Parker form the
roadway and moved her to the shoulder. He then called for EMS to come to his location.
