Yes, mark which Under Restraint: restraint devices were used Type of restraint Type of Restraint: Handcuffs Summary of Incident Summary of How the Death Occurred: (max. 30,000 characters) Summary: On 3/30/22 at about 7:50am Killeen Police Officers responded to a domestic disturbance at 4208 Lake Rd, Killeen, Texas. Upon arrival they were advised that the male involve in the disturbance was known to have a pending arrest warrant(s). They were also advised that he knew that he had a current active parole violation warrant and had been using narcotics prior to their arrival. They were also told that he was likely to flee if he learned the police were present. Officers attempted to locate the suspect at the residence and found that he had fled on foot. He was Located in the parking lot of a nearby apartment complex (4101 E Rancier Ave), and when the officers attempted to contact him he ran away on foot, with the officers pursuing him. The suspect ran to the front of 4201 E Rancier Ave (a distance of approximately 0.25 miles) and stopped on the sidewalk at the front of the parking lot. He laid down on his back, without command to do so from the Custodial Death Report :: Page 6 of 7 --- PAGE BREAK --- officers. The officers approached and handcuffed him as he spoke to them. The suspect complained of difficulty breathing, and the officers immediately radioed for an ambulance to respond to the scene. Officers assessed his condition at the time and helped him sit up, by allowing him to lean back against them. At that point he spoke to the officers a little, still complaining of difficulty breathing. The EMS response took approximately seven minutes. The ambulance arrived and during the initial assessment of the suspect by paramedics and they indicated that he was having a severe medical condition and needed immediate medical assistance. Officers removed the handcuffs and paramedics took over care of him. The suspect was transported to Seaton Hospital in Harker Heights, where he was pronounced deceased at 10:02pm by the Justice of the Peace and an autopsy ordered. As of the filing of the initial report it is unknown if the medical condition that he suffered from was related to his reported use of narcotics prior to his fleeing the police officers on foot.
