Summary:
On December 11, 2020, Texas Department of Public Safety Criminal Investigations Division Special Agents
(TX DPS CID SAs) and Harris County Sheriff's Office Deputies (HCSO) (Violent Crimes Unit) were
conducting a robbery investigation. During this investigation, a suspect, identified as Charles Edward Jones,
committed an Aggravated Robbery of a Metro PCS store located at 8119 Antoine Drive, Houston, Harris
County, Texas. During the robbery, Jones carried and displayed a firearm to a Metro PCS employee. Upon
confirming that Jones committed the robbery, Texas DPS CID SAs attempted to arrest Jones near the

address of 7300 Antoine Drive, Houston, Texas. During the arrest, DPS CID SAs conducted a vehicle
containment technique, identified themselves as "Police" numerous times, and began to give Jones
commands in efforts to gain Jones's compliance to surrender. Jones did not follow the commands and made
furtive movements from inside of Jones's vehicle. Jones was observed by DPS personnel extending Jones's
arms while holding a firearm in Jones's right hand, appearing to aim the firearm at a DPS SA. Jones's actions
caused DPS personnel to believe they, other officers, or third parties were in danger of serious bodily injury or
death. Jones was subsequently shot by DPS personnel. HCSO Deputies and Houston Fire Department
Emergency Medical Service personnel then assisted DPS by conducting first aid on Jones. However, despite
attempts to render first aid, Jones died at the scene of the incident.
