Summary of Incident
Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
Temple Police officers responded to a 911 call from a suicidal subject’s family member reporting to dispatch
that her brother, Chad Hartley, had texted her an image of a handgun and told her "I have Dad's gun." Hartley
told his sister that he was going to go get ammunition for the gun and kill himself. Before officers arrived,
Hartley left the original location and traveled by vehicle to the location of the incident, a vacant single-wide
manufactured home which was owned and being renovated by Hartley. Officers arrived in the trailer park and
cautiously approached Hartley’s trailer in an attempt to make contact. Hartley pointed the gun at one of the
officers and they took cover behind other homes and evacuated nearby residents. A Temple Police
Negotiator was on scene and, using the phone number provided by Hartley’s family, attempted to contact
Hartley by phone. The Negotiator was able to establish phone communication with Hartley and continued to
speak with him as SWAT team officers arrived on scene with TPD's armored vehicle. Hartley made
statements to the Negotiator that police were going to have to shoot him and described how many officers he
could kill. Hartley stated several times that he was going to shoot an officer and even described some officers’
specific locations and how he would shoot them. Approximately one hour after phone contact was made and
after more than 45 minutes of negotiating with Hartley, he spotted a TPD drone that was conducting
surveillance and became upset about it. Hartley then pointed his handgun at the drone through a window that
he had opened. The drone operator took evasive action to avoid the drone being shot. SWAT officers in the
armored vehicle then commanded Hartley to drop the gun multiple times. Hartley responded by lowering the
gun and pointing it directly at a SWAT officer standing beside the armored vehicle. That officer fired a single
shot at Hartley and Hartley fell to the floor inside the trailer. Once inside the trailer, officers found that Hartley
was deceased and still had the gun in his hand.
