Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
On September 7, 2023, Inmate Munoz, Carlos was seen by the Garza (P) medical staff, where PA J. Castle
ordered inmate Munoz to be transported by Emergency Medical Services to University Medical Center in
Lubbock, Texas for further evaluation of inmate Munoz, due to severe headache and weakness in his right
hand to rule out stroke. After arriving to UMC, inmate Munoz was admitted into UMC for further evaluation.
During his stay, inmate Munoz received multiple blood test and transfusions. He was diagnosed with
Leukemia. After being diagnosed with Leukemia, inmate Munoz's health began to rapidly deteriorate. Inmate
Munoz was then assigned to the MICU at UMC for continued care. During this time inmate Munoz was placed
on High Flow Oxygen at 100 percent. On September 14, 2023, inmate Munoz began refusing medical
treatment, at which time he began to deteriorate more rapidly. At approximately 7:15 pm, medical staff
reduced the oxygen flow to inmate Munoz at his request. At approximately 8:30 pm, the high flow oxygen was
completely removed from inmate Munoz and was given reduced nasal canula. Inmate Munoz was then
sedated by UMC medical staff, and continuously monitored by UMC staff, periodically reducing the amount of
oxygen. At 11:18 pm, inmate Munoz was pronounced deceased by M.D. M. Elmassry.
