Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
On February 1, 2026, correctional staff at the Comanche County Jail discovered 69 year old inmate Carl
Franklin Terrell unresponsive in his bunk during the evening meal service. Medics were called immediately
and determined that Terrell was deceased. No lifesaving measures were possible.
Per standard procedure, the Texas Ranger and Justice of the Peace Johnny Conine were notified and
responded to the scene. The cell was secured until investigators arrived. After an examination of the cell and
the deceased, no injuries, contraband, or signs of foul play were found. The Justice of the Peace pronounced
death at 6:00 PM and ordered an autopsy. The body was transported to American Forensics in Mesquite,
Texas.
Investigators reviewed video footage, cell check logs, medical records, and interviewed staff and the inmate
who had been housed with Terrell. According to available information, Terrell had recently reported nausea
and vomiting and had been treated with prescribed medication for those symptoms.
Next of kin were notified the following day.
A preliminary autopsy report, received on February 3, indicated that Terrell suffered from emphysema,
cardiovascular disease, and a probable urinary tract infection. No evidence of injury was found, and the initial
manner of death was listed as natural. The final autopsy report is pending.
Based on the investigation to date, including review of video, logs, and interviews, all applicable jail policies
