Neighbors reported hearing a male subject yelling and reported the sound of breaking glass. Officers arrived and found a male subject in the grassy area between two houses lying face down. The subject was incoherent and sweating profusely. Officers believed the subject was experiencing some sort of medical episode and called paramedics. Due to the nature of the call, the subjects large size, and his erratic behavior, officers placed him in handcuffs. While waiting for EMS to respond, the subject continued to babble. He would also intermittently flex/tense up his entire body then calm back down. Medics arrived on scene at 2302 hours. Officers rolled the subject over from the prone position to a seated position and then to a standing position. The subject walked to the gurney and sat down on it with minimal assistance. Officers re-positioned the handcuffs from his back to his front to make it more comfortable for the subject while he was being transported to a hospital by EMS. The subject complied. As EMS began their assessment, the subject raised his arms up and began yelling incoherently. The subject forcefully tried to pull the handcuffs apart. He was able to free his legs from the seat belt style restraints on the gurney. Once the subject freed his legs, he began to violently kick and try to move his legs off the gurney. Due to the subject’s erratic behavior and for the safety of all involved, officers also placed the subject in leg restraints. Officers looped the chain portion of the leg restrains through the metal bar of the gurney to better immobilize the legs. Officers looped one end of a set of hinged cuffs around the chain portion of the handcuffs on the subject’s wrist and secured the other end to the seat belt strap of the gurney that ran across his chest/abdomen area to keep him from raising his arm and possibly injuring the medics as they treated him. The subject quickly experienced a noticeable, dramatic change in behavior. He went from full-on rage to calm slow shallow breathing, then to unconsciousness. Medics were alerted to this rapid change in behavior. The subject’s lips were observed to be turning blue in color. Medics began live saving measures including CPR at 1123 hours. The handcuffs and leg restraints were immediately removed to help facilitate life saving measures. Medics used a LUCUS chest compression device. Officers rode along in the ambulance as medics transported the subject to Christus Santa Rosa New Braunfels Hospital Emergence Room (CNB ER). Once at the hospital, medical staff worked on the subject and continued life saving measures but were unsuccessful. The ER doctor pronounced time of death at 0007 hours (12/13/2018).
