On 12-21-2016 at approximately 1055 hours I was notified by cell phone to come to the Childress County Sheriffs Office Detention Center because there had been an incident. I arrived at 1101 hours and was told that a Childress County prisoner had hanged himself in his cell. 2. The prisoner, BRIAN CHAY SUGGS, Caucasian male, date of birth 1-13-1971, SSAN ***-**--3663 was in a double bunked cell being housed alone. SUGGS had looped his bed sheet behind a window support bar and then around his neck. He sat on the floor and was asphyxiated by the sheet which cut off his airway. 3. Jailer RONNIE SHOFFNER had made a watch tour at approximately 1030 hours and reported that SUGGS was observed sitting on his bunk when the check was made. At approximately 1050 hours the jailers were notified by a prisoner, GABRIEL SANCHEZ, Hispanic male, date of birth 12-22-1992, SSAN 514-04-7345 that SUGGS was hanging himself. SANCHEZ was not able to get into the cell because the door had been closed and was locked. 4. The prisoners were “racked up” and jail staff was in prisoner SUGGS cell in around one minute. CPR was started, but it was unsuccessful. The Childress EMS arrived and found no signs of life. 5. The Childress County Justice of the Peace, RANDY RISTER and Texas Ranger BO BROWN were notified by me at 1107 hours. They both arrived minutes later; the JP pronounced death and advised the time he was using as time of death is 1100 hours. Custodial Death Report :: Page 6 of 7 --- PAGE BREAK --- 6. An autopsy was performed on the deceased at the South Plains Forensic Pathology, P.A. in Lubbock Texas on 12-22-2016.
