Summary:
05-23-2017, at 0500 hrs, EPSO Officers were conducting a physical check when a strong odor of feces was
detected/smelled from PLECAS cell block. the officers observed PLECAS laying on the floor and appeared to
be sleeping to the officers. PLECAS would not reply to the officers verbal commands. the officers indicated
PLECAS was unresponsive and medical staff was summoned to the cell block. the medical staff checked
PLECAS for responsiveness by using ammonia capsules. the medical staff indicated PLECAS responded by
moving his head sideways away from the ammonia capsules. the medical staff indicated PLECAS would not
open his eyes. the medical staff said PLECAS continued to snore but was still unresponsive. An AED was
applied but never initiated a "shock". The medical staff indicated they placed PLECAS on oxygen, intubated
him and started an I.V. the medical staff advised they monitored PLECAS for vital signs. the medical staff said
they administered chest compressions and began assembling an ambu bag so they could begin rescue
breathing. the medical staff said EMS arrived at 0557 hrs and took over the CPR. EMS then transported
PLECAS to Sierra East for further medical treatment. PLECAS was pronounced at 0617 hrs by Dr. Briana
Garcia.
