Under Restraint: No Summary of Incident Summary of How the Death Occurred: (max. 30,000 characters) Summary: On Wednesday, March 3, 2021, at approximately 2323 hours, members of the Houston Police Department Midwest Patrol Division, Crime Suppression Team (CST), were conducting a follow-up investigation involving several aggravated robberies occurring in their assigned area. CST members began to track a black Mercedes, which was a known suspect vehicle for these incidents. In an attempt to identify the suspect, CST members initiated a traffic stop on this vehicle. Consequently, the vehicle began to actively evade officers. After a short vehicle pursuit, the suspect lost control of the vehicle, causing it to become disabled at the incident location. As a result, the suspect exited his vehicle, with a pistol in his hand, and attempted to carjack a nearby citizen by forcing his way into the driver's seat of the citizen's vehicle. CST members surrounded the vehicle and began to give verbal commands to the suspect to drop the pistol and show his hands. the suspect failed to obey the commands of CST members. Fearing for the safety of the citizen, who was still in the vehicle, the CST members. gave the citizen commands to exit the vehicle. The citizen complied. Custodial Death Report :: Page 6 of 7 --- PAGE BREAK --- The CST members believed the suspect to still be armed and again gave verbal commands to abandon his pistol and show his hands. The suspect did not comply and reversed the vehicle quickly, striking an officer standing nearby. One CST member discharged his weapon 4 times, striking the suspect in the torso. The citizen's child was discovered in the back seat of the vehicle and unfortunately struck in the head. First aid was given to the child immediately and he was transported to the hospital. The suspect was given first aid on scene, but these attempts to save the suspect were unsuccessful. The suspect as pronounced deceases on the scene by responding HFD personnel.
