Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
On November 3, 2019, at approximately 1030 hours, Brad Webb who was driving a black Cadillac SUV was
reportedly driving recklessly at an extremely high rate of speed and struck other vehicles on the roadway.
Citizens called in to have him stopped by patrol officers. In an attempt to detain Brad Webb, he became
resistant and would not allow officers to apply the handcuffs. Mr. Webb refused several verbal commands and
opportunities to give officers his hands. After several repeated verbal commands and attempts to gain control
of Mr. Webb, officers deployed their Conducted Energy Device (CED). Mr. Webb was tased several times
while still resisting and ignoring officers commands to comply. Mr. Webb was finally handcuffed and placed in
leg restraints at approximately 1051 hours. Officers on scene observed HFD to check by on scene. Shortly
after HFD arrived, Mr. Webb became unresponsive and HFD began CPR. Officers subsequently recovered
and tagged what appeared to be PCP that was found inside the black Cadillac SUV. Mr. Webb was
transported to Houston Northwest Medical Center where he was later pronounced deceased by P. A. Leaa
Lewis at 2206 hours.
