Summary of Incident
Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
INVESTIGATION: On 07-21-24 I was assigned as the Investigator on call for the south area of the Brazoria
County. I received a call out in reference to a jail incident where inmate was found unresponsive in his cell. I
learned inmate was transported to Angleton UTMB with CPR in progress. While I was enroute to county jail, I
was contacted by Brazoria County Sheriff`s Jail Captain Williams who informed me that inmate had passed
away at the hospital. I then re directed to UTMB Angleton where I was escorted to room ten where I met with
Texas Ranger Arizmendi and we were later joined by ID Inv. Minshew. I then identified inmate as Aurthur
Angel Bautista HM 05/10/1988 (decedent) from his arm band. I observed decedent to be laying on gurney,
and I did not observed any outward trauma to decedents body. I observed decedent`s right eye ball to have
redness but decedent`s left eye ball was clear of any redness. I then spoke to Deputy Graves who escorted
decedent to the hospital due to decedent was in custody. Deputy Graves informed me, that Deputy Carrillo
had found the decedent on his bunk with his hands above his head unresponsive. I then met with Justice of
the Peace Merkel who held his inquest and sent decedent to the Galveston County Medical Examiner`s
Office. I learned from Judge Merkel he was contacting Price transport to take the decedent to Galveston
County Medical Examiner`s Office. Once Price transport arrived and decedent was prepared for transport,
decedent was removed from room ten. I then departed UTMB Angleton and headed over to Brazoria County
Sheriff`s Jail. Upon arrival I, Ranger Arizmendi and ID Inv. Minshew were escorted to C1B location of the
incident. I learned from Lt. Smith during the emergency all inmates housed in C1B had been moved out
during the emergency and C1B was secured pending my arrival. I learned from Lt. Smith that a search was
started after decedent was removed from the cell but the search was stopped at the request of Captain
Williams. I further learned from Lt. Smith that deputies did locate two white in color pills on decedent`s bunk
which was later found to be Buspirone which decedent was prescribed. I then learned from Lt. Smith that
inmate Nichols Wood had mentioned that decedent had taken fake Percocet. I and Ranger Arizmendi
interviewed inmate Nichols Wood who stated that inmate Wilson had just been moved into their cell and
inmate Wilson was saying something to decedent and both inmate Wilson and decedent walked off. Inmate
Nichols Wood observed the decedent give inmate Wilson some commissary and then inmate Wilson went
behind the shower wall where inmate Nichols Wood could not see inmate Wilson. Inmate Nichols Wood
stated he observed inmate Wilson give decedent something and then decedent ingested something because
Nichols Wood observed the decedent to lean his head back, bringing both his hands to his mouth and appear
to place something in his mouth and then swallow. I learned from Nichols Wood that decedent then walked

back to the table where they had been playing cards and the decedent asked "what does a Percocet do".
Nichols Wood stated he advised the decedent that "it calms you down, puts you to sleep". Nichols Wood
advised me that he did not know "if it was a pressed pill with fentanyl or the real thing." I then learned
decedent then walked towards his bunk but fell and was helped into his bunk by other inmates. Nichols Wood
further stated that when all inmates were put into the multi-purpose room, Wilson was still in possession of
two Percocet. I learned from Nichols Wood that inmate Wilson ingested the two Percocet`s because Wilson
stated this to him.
I and Ranger Arizmendi then interviewed inmate Duane Parker who stated at 10:00 o`clock was going to bed
and that he does not hang around with the other inmates because they are a bunch of idiots. Inmate Parker
advised he was trying to go to sleep and that the other inmates start going from 10 to 6 in the morning.
Inmate Parker advised new kid came in put his stuff down and the young kid walks over to Bautista. Inmate
Parker goes on to state he thinks the young kid brought something from the streets, but inmate Parker then
advised me and Ranger Arizmindi that he believes this what could`ve happened that the kid sold it to that guy
he ate it and died. Inmate then advised us that new inmate kept saying "I got something, I got something".
Inmate Parker then advised that the kid showed that he had $70 dollars and then walked over to Bautista who
gave him a soup and he went to the back cooked his soup. Inmate Parker advised he covered up and by the
time he got up inmates were picking Bautista up and putting him in his bunk. When inmate Parker was asked
if he had seen anything transpire between decedent and the new kid, Parker advised "no". During the
interview inmate Parker advised that Bautista had gain a lot of pounds so he did not know if he had a heart
attack or somebody gave him fentanyl and he died really quick. Inmate Parker then stated "I got something I
got something". Inmate Parker advised if any body would say the truth would be Wood due to them being
cellies. Again inmate Parker advised that kid brought something in. See Attached Video
I and Ranger Arizmendi then interviewed Landis Wilson who stated he had just entered the tank and asked if
anybody had any food, he received a soup from a white male and a bag of chips from a Mexican male.
Wilson advised he was in the tank for 20 minutes and then the incident happened. Wilson advised decedent
was not foaming at the mouth, and decedent was just like asleep. I learned from Wilson he was arrested for a
probation violation by LJPD. When asked what charge he was on probation, we learned it was for drug
possession (acid). I then asked Wilson when he received the soup and chips, what did he give the individuals
in trade. Wilson advised nothing, he told them he would order them something off the POS. Inmate Wilson
then went on to advise us, that he was stripped butt naked in LJ, got stripped searched here and also got pat
searched prior to leaving LJ. Inmate Wilson then advised us there is no way he would have something on
him. Inmate Wilson advised everyone in the tank helped to pick up decedent.
Upon completing the interviews, I then departed the Sheriff`s Office and drove to 416 Washington street
League City in order to make death notification. Upon arrival I found a mailbox with the 416 address but no
house. I then drove to 401 Houston Ave. League City and again found the address to be bad also. I then
called the phone number from the emergency contact information on decedent`s arrest sheet. I received
voicemail message was left to contact Brazoria County Sheriff`s Office. I then returned to Sheriff`s Office
where I continued to call the emergency contact number several times without success. I then located
emergency contact name Prescilla Bautista driver`s license which still showed the 416 address. I then called
the emergency contact on Ms. Bautista`s drivers license but phone rang three times but then just hung on
me. I was not able to make notification on this date.
