Summary of Incident
Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
On the 4th of October 2024, EMS responded to 1839 14th Street, Port Arthur, Jefferson County, Texas,
where Anthony Villaflor had multiple seizures and needed medical assistance. He was transported to the
hospital and released to medical staff for treatment. After treatment and remaining onsite for an extended
period, Villaflor allegedly caused a disturbance in the emergency waiting room and refused to leave, after
being asked to leave by hospital staff. Port Arthur PD responded to a call for service to assist with Villaflor

and asked him to leave, but he didn't leave. After many attempts, Villaflor was taken into custody and
administered medication by a nurse. He was then placed in a patrol car, however, while en route, Officers
stopped the patrol unit to check on him because he stopped yelling. Once his status was checked, he
transported to the Jefferson County Jail, where Officers and jail staff discovered a faint or no pulse upon his
arrival. After staff administered medical assistance. Villaflor was returned to the hospital, where he was
treated and later transported to Galveston, Texas.
The Officers involved in this investigation did not have to use any physical force on Villaflor other than lifting
and placing him in a patrol unit, and he passed days later in a medical facility. After speaking with the Texas
Ranger in charge of this investigation, he suggested, and I agree, this submission should be on file for clarity
and a form of transparency.
