Summary:
Inv. H. Goolsby-Dunn
Offense location: 132 E. Hospital Drive, Angleton-UTMB
BCSO Case number: 2407-0593
Date Assigned : 07/31/2024
On 07/31/2024 I, Investigator H. Dunn of the Brazoria County Sheriff`s Office was serving as the on call CID
Investigator for the south end of Brazoria County. At approximately 0300 hours, I was notified by dispatch of a
death investigation that occurred at 132 E. Hospital Drive, Angleton (UTMB ER) with the decedent being a
Brazoria County Detention Center inmate. During the investigation, Danbury EMS transported the inmate to
UTMB due to medical issues. See supplement
I arrived on scene, made contact with Brazoria County S.O. jailer S. Palasota who was standing guard at
trauma room #5. I learned the following from Jailer Palasota. The inmate was identified as Pypcienski, Angelo
Edward WM DOB: 11/30/1966 SO#55247. Palasota advised on 07/30/2024 at approximately 21:35 hours, the
infirmary called dispatch in reference to inmate, Pypcienski having shortness of breath and oxygen level is
low. Palasota continued to inform, Danbury EMS arrived at the Brazoria County Detention center at
approximately 21:36 hours.
Palasota continued to advise; Pypcienski was loaded onto the ambulance at approximately 22:00 hours and
arrived at Angleton UTMB ER at approximately 22:11 hours. Palasota advised he rode on the ambulance with
Pypcienski. Palasota advised UTMB was able to stabilize Pypcienski`s breathing. At approximately 0200
hours, Pypcienski informed the nurse he was having difficulty breathing. At approximately 0201 hours, UTMB
began chest compression due to Pypcienski being unresponsive with no pulse detected. At approximately
02:22 hours, the residing doctor, Dr. Yarima pronounced Pypcienski as deceased.
BC CSI Rutledge, BC CSI Inv. B. Jones, and I entered trauma room #5, which is the current location of
Pypcienski, at this time. I observed the following. Pypcienski was provided with an orange shirt and pants
from the Brazoria County Detention Center. Pypcienski was lying on his back with both arms and legs
extended. The hands, stomach, ankles, and feet of Pypcienski were swollen. At this time, I did not detect any
physical signs of foul play.
The aforementioned CSI investigators began the scene processing while I departed trauma room 5, which is
a small room. I subsequently established communication with RN Lindsey Taylor at the nurses` station. RN
Taylor supplied the following. Pypcienski was experiencing pericardial effusion (swelling) because of cardiac

edema or congestive heart failure.
RN Taylor continued to provide guidance; however, Pypcienski experienced cardiac arrest and
unconsciousness immediately after he reported breathing difficulties. RN Taylor indicated that CPR and
defibrillation become administered; however, they were unsuccessful in reviving him. Dr. Yarima declared the
time of death to be 02:22 hours, per RN Taylor.
Texas Ranger E. Lopez arrived at the hospital at approximately 04:37 hours, at which point I provided him
with my findings. Texas Ranger Lopez remained on scene until the completion of the inquest.
At approximately 05:09 hours, JP 4/2 Judge Kersh arrived at the hospital to conduct the inquest. While Judge
Kersh conducted the inquest, I completed page 3 of the three-page death notification form. I handed the
completed form over to CSI B. Jones. Judge Kersh concluded Galveston County M.E. Office would conduct a
full autopsy and toxicology. Judge Kersh contacted Price Transport to respond and conduct the transport of
Pypcienski to Galveston CO M.E. office. Judge Kersh departed the hospital at approximately 05:20 hours. At
approximately 05:36 hours, I departed the hospital and responded to the jail.
I arrived at the jail at approximately 05:51 hours and met with the captain of the jail, Capt. Williams. I inquired
of Captain Williams whether Pypcienski`s had emergency contact numbers. He responded that they did not.
At approximately 06:14 hours, I departed the jail and proceeded to my office to attempt to locate Pypcienski` s
emergency contact and/or family member information.
At this time, I accessed NCIC and VERUS website, a program utilized by inmates to communicate with the
public and or with jail staff. During Pypcienski`s incarceration time (06/28/24 to 07/31/24), he made one phone
call on 07/17/2024 to 1-800-606-4514 number, with no answer. On 06/28/2024, during the booking process,
Pypcienski made one phone call to 979-633-6673. I called the aforementioned phone number and received
an automatize recording, after continuous ringing "sorry your call can`t be completed as dialed. Please hang
up and try again later." I applied the phone number 979-633-6673 to the CLEAR website. The MetroPCS
prepaid phone number does not have a registered owner. When applying the phone number to RMS and
CAD, there was no results. When searching Pypcienski` s name in Odyssey under the section "find party", the
only results are for court hearings due to criminal offenses. When searching Pypcienski under the jail section
of Odyssey, I learned the following. When viewing the following dates of booking, 10/30/1995, 05/20/1997,
01/31/1999, 02/27/2002, 08/16/2002, 03/22/2003, 12/16/2003, 10/15/2004, 11/07/2018, 06/28/2024 under the
family member section, contacts, phone call, there are no phone numbers or names. When viewing the
statutory warnings for the aforementioned incarcerations, all documents state, "found indigent".
When applying Pypcienski`s name and date of birth to the CLEAR website, I learned the following. The name,
Silas Chris Pypcienski (WM DOB: 02/28/1969) was listed as an associate. When searching the
aforementioned name in CLEAR, I learned the last known address for Silas was 545 Magnolia Ave #8,
Panama City, FL with the following contact numbers, 409-892-4043 and 409-347-1696. At this time, I called
BCSO Dispatch and spoke to H. Deabay. I requested a teletype to be sent to Panama City PD and request
contact to be made at the above Florida address. At approximately 11:20 am, I received a phone call from Lt.
McCoy (850-890-6501) with Panama City PD. Lt. McCoy advised the address provided is a motel. Lt. McCoy
continued to advise he made contact at room #8 and spoke to a female. The female advised she was familiar
with Silas and not Angelo. The female continued to advise, she has not spoken or seen Silas for about a year
now. The female continued to advice Lt. McCoy, Silas left the State of Florida due to having outstanding
warrants in several States for failure to register as a sex offender.
At approximately 11:36am, I sent an email to BC CIU Capt. Pate requesting assistance in locating emergency
contact numbers for Pypcienski. Capt. Pate distributed my requested assistance via email to several local
agencies. I received several replies, but with the same intel, I established. I received a reply from Det. N.
Mezzino with Clute PD. Det. Mezzino located the listed below associates attached to Pypcienski by utilizing
the TLOxp (TransUnion LE website) website.
LK address: 1630 W 5th St, Freeport, TX

Rosa Ramos-979-201-6722
Analissa Ramos-979-655-3197

Pypcienski. When conducting further research for the address in Freeport, I learned the property is a rental
property. The above listed Ramos names where previous tenants, with Mrs. Alanis currently residing there. I
further learned, Pypcienski resided at the Freeport address during the years of 1989 to 1994.
