On Monday, August 18, 2025, at approximately 1527 hours, officers assigned to the Houston Police

Houston, Harris County, Texas. Upon arrival, officers spoke with hotel staff, who reported that Angel Dejesus
Ruellas, hereinafter referred to as the decedent, was standing on the ledge of the hotel rooftop bar, Z on 23,
threatening to commit suicide by jumping.
Officers located the decedent standing on the ledge of the 23rd floor. Officers attempted to establish
communication with the decedent while requesting the Crisis Intervention Unit (CIU) to respond. CIU
personnel arrived on scene prior to the jump and attempted to build rapport with the decedent in an effort to
prevent him from jumping. Despite approximately one hour of dialogue, the decedent refused to come off the
ledge. Officers observed the decedent to appear to be suffering from a mental illness. The decedent provided
officers with a ten-minute countdown before jumping from the 23rd-floor ledge to the ground below. Officers
on scene ad already secured the immediate area and blocked off the street to protect bystanders. The
decedent was pronounced deceased by Houston Fire Department Medic 9 at 1702 hours.
