On 08/06/17 at approximately 0408hrs, Lt. Weaver notified me of a suicide at 4000 New Boston Rd. (Walmart). According to call notes from dispatch records, it was advised to Officers that a naked man was “playing with himself” by the garden center and “walking back and forth”. Dispatch also advised that the subject, later identified as the victim (Andrew Tyrell Keivon Robinson B/M 04/08/1997), had “a couple of knives on his person, somewhere” and he had put black shorts on but was then “pulling them back off”. They advised that the victim had previously been on a motorcycle. The RP (reporting person-Desire Rafferty) advised that the suspect had tried to “attack her employee earlier”. The victim then ran into the middle of the Walmart parking lot, as the RP observed him “running around in circles”. TTPD patrol unit 265 (Officer Shaddix) arrived on scene and observed the victim, standing in the parking lot of Walmart. Officer Shaddix ordered the victim to walk towards him and he noticed that the victim was holding a knife. Officer Shaddix ordered the victim to drop the knife and the victim complied with his command. The subject then picked the knife back up and starting walking around. Officer Shaddix ordered the victim to drop the knife but the victim refused to comply with his commands, as he walked towards Officer Shaddix. There was enough distance between the victim and Officer Shaddix so he didn’t feel like there was enough of a threat to warrant any deadly force. The victim then fled on foot, as he headed east, towards North Bishop. The victim was then observed running back west, towards the underpass of Loop 151 (Jarvis Parkway), approaching Sowell Lane. Officer Shaddix advised dispatch that he observed that the victim was “cutting himself” and he could “see blood on his stomach”, as he observed the victim making “short, thrusting motions”. Other TTPD units arrived on scene to assist Officer Shaddix. The victim then ran towards a civilian’s vehicle and attempted to gain entry into the vehicle. At this point, K-9 Officer Tirone deployed his dog “Argus” and the dog was able to bite the suspect in his left buttock’s area. Officer Shaddix advised that he didn’t observe a knife in the victim’s hand at this point. Officer Shaddix then ran towards the subject and was able to tackle him. Officers were then able to detain the victim in handcuffs. Officer Shaddix noticed that the victim was bleeding “badly” but the victim was still trying to move around, which made it difficult to assess his injuries. Officer Cody Harris arrived on scene and attempted to provide medical attention by applying two chest seals to his abdominal and chest area, where they had observed puncture wounds. Lifenet medics arrived on scene and transported the victim to Saint Michaels Hospital, for treatment and evaluation. An EKG strip was ran on the victim, with a timestamp of 0353hrs. The victim was pronounced deceased, once he arrived at the hospital. Crime Scene Officer Sillivan arrived on scene and collected the knives and Walmart video footage. Officer Shaddix observed the knife matched the same knife, which he had previously observed in the victim’s hands. Judge Talley arrived on scene and pronounced the victim deceased. Judge Talley then signed and provided two copies of an Order For Autopsy and Release of Medical Records. Hill’s Transport then arrived on scene and transported the body to the SWIFS (Southwest Institute of Forensic Sciences) in Dallas, for an autopsy. I called SWIFS and spoke with an intake officer (Krista Coryell). I advised her of the details, surrounding the victim’s death. The officer provided me with an IFS number of (17-13962). Lt. Weaver and I attempted to speak with someone at the victim’s residence, to notify someone of the victim’s death. We were unable to speak with anyone at the location. After researching Trans Union (TLO) records, I was able to locate a valid phone number for the victim’s dad (Noratee Johnson 903 691-3022). I spoke with Johnson, via phone and advised him about the victim’s death. Johnson advised me that nobody else was supposed to be at the residence. On 08/07/17, Johnson and the victim’s mother (Benita Johnson) came to BSJC and spoke with me in CID. Detective Evans and I spoke with the victim’s parents, in a recorded interview. The parents advised me that the victim had recently separated with his girlfriend (DeJianna King B/F 903 244-4476). They also informed me that King had come to their residence on 08/07/17, after the victim’s death, to check on them but they told her to leave. I located King in Odyssey with a date of birth of (03/26/1998). I called the victim and left her a message. King had two phone numbers listed in Odyssey records, which weren’t working. King has an address in Odyssey records of 608 Witt Lane Texarkana, TX. The victim’s parents further advised me that the victim smoked marijuana. The victim’s mother mentions the word “thetic”, which we were later able to clarify as K-2 synthetic marijuana. They advised me that although the victim smoked marijuana, they weren’t for sure if the smoked K-2. The victim’s dad was able to provide the victim’s Metro PCS cell phone and I placed it into property as evidence, via CSA Sillivan. The victim’s dad informed me that he had located the phone, lying in the yard, next to the mailbox of their residence. I viewed video footage of different Officer’s body cameras and dash cam video. While viewing Officer Shaddix’s body camera footage, I could see something shiny in the victim’s left hand, as Officer Shaddix was Custodial Death Report :: Page 7 of 8 --- PAGE BREAK --- giving him verbal commands to “drop the knife”. This video footage shows the shiny object at the timestamp of 1.40 minutes into the video. I was also able to view Officer Tirone’s dash cam video, which shows the victim running in front of his patrol unit. I could see a shiny object in one of the victim’s hands, while he was running in front of Officer Tirone’s unit. CSA Sillivan provided me with a property report, which contained recovered items listed on it. The items were a (blue T-shirt, black handled kitchen knife, brown handled kitchen knife and one CD-compact disc of Walmart video footage). He also provided me with fingerprint cards, which he had collected from the victim and compared to the victim’s known prints on record. All of the forms were scanned into Odyssey. On 08/08/17, Dr. Gwin (Medical Examiner with SWIFS) left me a voicemail, advising that he wasn’t going to make a ruling on the cause of death or what caused the death, until he was able to view video footage from the incident. Video footage of Officer Shaddix’s patrol unit and body cam, along with video footage of the victim’s actions in the Walmart parking lot, were all mailed to SWIFS, at the request of the M.E. (Medical Examiner- Dr. Gwin). On 08/10/17, the M.E. spoke with me, via phone and advised me that the cause of death was “stab wounds of the torso” with the manner of death listed as “suicide”. On 08/11/17, the case cleared by exception. Custodial Death Report :: Page 8 of 8
