Summary of Incident
Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
On 12-07-2022 at approximately 1920 hours, Officers were dispatched to the 1800 Block of E BUS HWY 190
regarding a reckless driver traveling on the wrong side of the roadway before striking a construction vehicle.
Dispatch informed Officers that the caller reported that the subject was screaming and acting strangely. When
Officers arrived, they observed Mr. Ibrahim lying on the front floorboard of the vehicle, disoriented, yelling but
not forming any sentences. Officers began speaking with Mr. Ibrahim, but his responses were incoherent.
They advised him that they would help him get out of the vehicle, and he said OK but then went back into an
incoherent rant. They unlocked the vehicle through the open driver's window and assist him by pulling him out
from the front passenger door. When they got him out of the vehicle, he was lying on his back in the center
median of the roadway. They asked him if he was OK, to which he replied yes, they asked his name, and he

replied with something they could not understand. They asked if he had taken anything, and he began to flail
around again. They informed him that they would place him in handcuffs until they could figure out what was
happening. He began to scream and flail around more, so they rolled him to his stomach. Mr. Ibrahim lifted
his head and struck it onto the concrete, but officers intervened by cupping his head with their hands to
prevent him from injuring himself. They gained control of his hands, secured him in handcuffs, and
immediately rolled him to his side. When he was turned on his side, Officers noticed fluid on the ground
where they believed he had vomited. Officers noticed that he displayed a blank expression on his face, and
they began to check his breathing and pulse. He was breathing and had a pulse, but it was weak. Based on
his actions and demeanor, they believed that he might be overdosing, and one Officer retrieved Narcan from
his patrol car while the other cradled him in a sitting position and monitored his pulse. They lost pulse as the
Officer returned with the Narcan. Narcan was administered, and CPR was started immediately after the dose
was given. CPR continued for the entire period that the Officers waited for EMS to arrive. A second dose of
Narcan was administered, and CPR continued until EMS arrived and took over treatment. The Texas
Rangers were contacted because the death occurred while Mr. Ibrahim was detained during the investigation
of this call.
